The Board encourages the public to remain engaged and actively participate via the ZOOM process if they are unable to attend the meeting at the Marshall County Election Center, 107 S 1st Avenue. Presenters may provide documentation electronically for inclusion during the meeting prior to the agenda deadline and are requested to participate via ZOOM. Notice to the Public

The Board of Supervisors welcomes comments from the public during the time allowed for discussion. You are requested to approach the microphone, state your name for the record and limit the time used to present your remarks in order that others may be given the opportunity to speak. The normal process on any agenda item is for the Chairperson to read the item from the agenda. The Board is given an opportunity to comment on the issue and/or place a motion on the floor. An opportunity for discussion may be presented at which time the public may participate and a roll call vote will follow.

Proclamation of September as Recovery Month in Marshall County

  • WHEREAS, according to the Treatment Episode Data System, Iowa has the 7th highest number of methamphetamine use disorder treatment admissions in the United States; and
  • WHEREAS, according to the Centers for Disease Control, 22 percent of Iowa adults report binge or heavy drinking; and
  • WHEREAS, according to the Centers for Disease Control one in five Americans will experience a mental illness in a given year; and
  • WHEREAS, the according to the Iowa Governor’s Office of Drug Control Policy, the first month of 2022 resulted in the seizure of more illicit opioids and fake pills than all of 2021 in Iowa; and
  • WHEREAS, behavioral health is an essential part of a person’s wellness; and
  • WHEREAS, prevention and treatment of mental health, substance use, and co-occurring disorders is effective; and
  • WHEREAS, recovery is essential to the well-being of a person and the community; and
  • NOW, THEREFORE, BE IT RESOLVED THAT, we, the Marshall County Board of Supervisors, do hereby proclaim September 2022 as Recovery Month in Marshall County to raise awareness in our community, to assist and celebrate more people in achieving sustained long-term recovery, and to encourage all of Marshall County to observe and support Recovery Month 2022.

Approve Band Shell Rental Agreement and Set Fee for Marshalltown Arts and Civic Center use of Band Shell for grand opening event, September 18, 2022. Discussion and possible motion.

  • Rental fee for the Band Shell is $450, covering costs of delivery, set up, tear down, and overhead costs of maintaining the unit. There is no prior provision for waiver of the fee for non-profit use. 
  • Received: Completed application, insurance certificate and holding payment of $450 until after the Board's decision.

9.

Adopt Resolution 2022-0030 Abatement of Real Estate, 719 4th Ave, Marshalltown

  • Whereas, pursuant to Chapter 445.16, Code of Iowa, the County Treasurer has the authority to determine when it is impractical to pursue collection of property taxes through the tax sale or lawsuit remedies;
  • Whereas, upon making this determination the County Treasurer shall provide a recommendation of abatement to the Board of Supervisors, and the Board shall abate the following taxes, which totals include penalty and interest: 
  • Real Estate: 719 N 4th Ave, Marshalltown, Iowa, Parcel 8418-26-277-001 of $1,192.00. 
  • Now, Therefore, Be it Resolved, by the Marshall County Board of Supervisors that the amount due be abated and the County Treasurer is directed to strike the amounts due from the county system.
