How to Participate in the Meeting:

Due to active construction in the courthouse area and the concern for the safety of all residents of Marshall County, the Board of Supervisors’ Public Meetings will be available LIVE online, as previously established on March 31, 2020, through the COVID-19 Virus pandemic, to continue until the courthouse area, including the grounds, courthouse building and the Grand Courtroom, is no longer an official construction site. The Board passed “Resolution 2021-0030 Restricting Public Access to Courthouse During Active Construction” at their meeting of July 20, 2021, per advisement of legal counsel. The Board encourages the public to remain engaged and actively participate via the ZOOM process. Presenters may provide documentation electronically for inclusion during the meeting prior to the agenda deadline and are requested to participate via ZOOM. There are 3 available options to view and/or participate in the public meetings:

The Board of Supervisors welcomes comments from the public during the time allowed for discussion. You are requested to approach the microphone, state your name for the record and limit the time used to present your remarks in order that others may be given the opportunity to speak. The normal process on any agenda item is for the Chairperson to read the item from the agenda. The Board is given an opportunity to comment on the issue and/or place a motion on the floor. An opportunity for discussion may be presented at which time the public may participate and a roll call vote will follow.

Approve Transfer of Funds. Transfer #922, a quarterly transfer of $700,000.00 from Rural Services Fund to Secondary Road Fund, but not to exceed the maximum transfer yet be above the minimum transfer amount required by Iowa code 331.429(b).

Transfer of Rural Services fund revenue to Secondary Road fund to cover expenses.

ADOPT RESOLUTION #2021-0036 APPROVING THE ASSIGNMENT OF CERTIFICATE OF PURCHASE AT TAX SALE OF 501 N 1ST AVENUE, 204 S 7TH AVENUE, AND 406 LEE STREET, MARSHALLTOWN, IOWA, TO THE CITY OF MARSHALLTOWN, IOWA

Whereas, the City of Marshalltown, Marshalltown, Iowa, requests to obtain the following certificates of tax sale:

  • Tax Sale Certificate #20211006, Parcel Number 8418-26-402-015, Property Address: 501 N 1st Avenue, Marshalltown, Iowa.
  • Tax Sale Certificate #20211005, Parcel Number 8418-36-107-003, Property Address: 204 S 7th Avenue Marshalltown, Iowa.
  • Tax Sale Certificate #20211007, Parcel Number 8418-26-430-018, Property Address: 406 Lee Street, Marshalltown, Iowa.

Whereas, Marshall County therefore avoids the expense of tax redemption procedure, and

Whereas, the transfer of said certificates of tax purchase to The City of Marshalltown, Iowa, is in the better interest of the County and is in the better interest of the City of Marshalltown to eliminate any form of liability to Marshall County.

Therefore, it is hereby resolved that the Chairman of the Board of Supervisors is authorized and directed to execute the assignment of certificates of tax purchases of this real estate upon receipt of $10.00 per each assignment of tax sale certificates fee payment.

RESOLUTION #2021-0037 APPROVING 28E AGREEMENT AMENDMENT WITH THE ELECTRONIC SERVICES SYSTEM, a/k/a IOWA LAND RECORDS

This Agreement is an Amended and Substituted Intergovernmental Agreement creating and continuing the Electronic Services System administering the county land records information system, a/k/a Iowa Land Records, and other services. The purpose of the Electronic Services System was to establish a system and the necessary associated infrastructure to enable the recordation of various land records by interested parties in all areas of the State, and to provide reasonable public access to the public to land record information, while assuring that personally identifiable information was redacted in accordance with Iowa Law prior to public access to such records through the system.
