The Marshall County Board of Supervisors is made up of three elected members who guide county operations and represent all residents.
What They Do
- Oversee budgets, county property, and public services
- Approve bonds, claims, and permits
- Manage highways, taxes, and drainage districts
- Canvass election results and handle special credit claims

Christian Goodman
Christian Goodman is a lifelong Marshall County resident who lives near Haverhill, Iowa. He graduated from Iowa State University in 2015 with a degree in Agricultural Studies. Christian owns and operates a trucking business and has a longstanding background in agriculture and livestock production. His experience in farming, transportation, and emergency services has shaped his practical approach to leadership and public service. He currently serves as a Marshall County Supervisor and as a volunteer firefighter with the Haverhill Fire Department. Christian is committed to servant-style leadership rooted in accountability, hard work, and listening to the people he represents.

Jarret Heil
Jarret Heil is currently serving his first term as Marshall County Supervisor. He previously was the County Treasurer for twelve years. He also spent seven years working in the federal government under U.S. Senator Chuck Grassley and Congressman Tom Latham. Jarret is the Director of Financial Operations at St. Francis of Assisi Parish and Catholic School in Marshalltown. He resides on the family farm in rural Haverhill with his wife and four children.

Carol Hibbs
Carol Hibbs has served on the Marshall County Board of Supervisors since January of 2023. She was elected after retiring as the CEO of the Marshalltown YMCA-YWCA, following a 27-year career that included several community leadership roles. As a member of the Board of Supervisors, she represents Marshall County on the Marshalltown Area Chamber of Commerce Board, Central Iowa Juvenile Detention Center, DCAT, UPH-Waterloo Region and the EMS Task Force. Carol has served as president of the Marshalltown Rotary Club, former chair of the Marshalltown Healthier Communities Coalition and led a number of community health and community development initiatives. She has also co-chaired the state Public Policy Committee for the Iowa Alliance of YMCAs. Carol was raised on a farm near Gilman in southeast Marshall County. She is a graduate of Iowa State University. She and her late husband Rusty lived in northwest Marshall County and Conrad before moving to Marshalltown in 2015. She has a son, Tanner Hibbs (Katie), and a daughter, Taylor Goff (Jimmy), and three grandchildren.
